Purpose Statement
The ArcGIS Export feature within the Pre-Planning module allows departments to share selected First Due data with external organizations that are not First Due clients. Information is exported through an ArcGIS Feature Service and displayed on an ArcGIS map.
This feature supports collaboration with external agencies, municipalities, regional partners, and GIS teams by providing controlled access to specific operational and geographic data.
Background Information
ArcGIS Export is designed specifically for sharing information with organizations that do not use the First Due platform. Exported data is hosted through ArcGIS Online and displayed as map layers within ArcGIS environments.
The ArcGIS Export feature supports exporting the following data types:
- Occupancy locations
- Occupancy details
- Pre-Plan annotations
- Pre-Plan units
- HAZMAT information
- Community Connect Burn Permits
- Hydrants
- Regional Pre-Plan Layers
Warning:
If the receiving organization is already a First Due client, it is recommended to use the Client Data Sharing feature instead. Client Data Sharing provides a more robust and user-friendly experience with enhanced permissions management and additional sharing options that are not available through ArcGIS Export.
Required Permissions
Users must have administrative permissions within the Pre-Planning module to:

Step-by-Step Guide
Create a New ArcGIS Feature Service
- Navigate to the Pre-Planning Module.
- Open the ArcGIS Export section.
- Review the existing Feature Service list.
- Use the search bar to locate existing exports by:
- ID
- Service Name
- Feature Type
- Select Reset to clear search filters if needed.
- Select New Feature Service.
- Choose one of the two available hosting options:
- Department ArcGIS Online Account
- First Due Organizational ArcGIS Online Account
Option 1: Use Your Department’s ArcGIS Online Account (Recommended)
This option provides the department with maximum administrative control over permissions and data sharing.
- Enter the following required information:
- ArcGIS Online Username
- ArcGIS Online Password
- Layer Name
- Feature Type
- Select the desired Feature Type.
- When finished Select Create
Available Feature Types
Places ALL
- Shares all occupancy locations within the First Due system
- Only location information is shared
- Does not include occupancy details or Pre-Plan information
Places with Pre-Plans
- Shares occupancy locations and occupancy details
- Does not include detailed Pre-Plan information
Places without Pre-Plans
- Shares occupancy locations without associated Pre-Plan records
Pre-Plan Annotations
- Displays ground-level annotations associated with occupancies
- Annotations from additional levels are not included
- Annotations remain visible while the layer is active
Pre-Plan Units
- Displays ground-level Pre-Plan units only
- Additional building levels are not included
- Displays only:
- Pre-Plan Unit Type
- Description
- Last Test Date
Pre-Plan Units (Grouped by Type)
- Displays ground-level Pre-Plan units grouped by unit type
- Includes all relevant fields associated with each grouped unit type
Pre-Plan HAZMATS
- Displays ground-level HAZMAT units only
- Includes all relevant HAZMAT-related information
Community Connect Burn Permits
- Displays all burn permits regardless of status
- Includes both active and closed permits
Hydrants
- Displays hydrant locations and associated information
When selecting the Hydrants feature type, administrators must also select an export frequency:
- Manual
- Every Day
- Every Week
- Every 2 Weeks
- Every Month
Additional scheduling fields are required depending on the selected frequency.
Regional Pre-Plan Layer
- Displays Regional Pre-Plan Layers
- Administrators can:
- Export all layers together
- Export individual layers separately
Important: Exporting all Regional Pre-Plan Layers into a single Feature Service is not recommended because:
- Layers may overlap and create confusion
- Large combined datasets may impact performance
- After completing all required fields, select Create.
The new Feature Service will now appear within the ArcGIS Export list.
Option 2: Use First Due’s ArcGIS Online Organizational Account
This option allows the Feature Service to be hosted using First Due’s ArcGIS Online infrastructure.
Before proceeding, administrators must acknowledge the following considerations:
- The organization will have access to the layer through the designated account
- First Due maintains administrative control over the hosting environment
- Sharing permissions are managed through First Due’s infrastructure
- Organizations have limited control over access permissions
For maximum control over sensitive data, departments are encouraged to use their own ArcGIS Online account whenever possible.
- Select the acknowledgment checkbox.
- Select Confirm.
- Enter the Layer Name
- Select the desired Feature Type
- After completing all required fields, select Create.

Managing Existing Feature Services
After a Feature Service has been created, administrators can manage it directly from the ArcGIS Export list.
Copy Feature Service Link
Select the Copy button to copy the Feature Service URL.
Edit Feature Service
Select the Pencil icon to:
- Edit Feature Service settings
- Refresh authentication tokens
Sync Feature Service
Select the Sync icon to manually synchronize exported data.
Delete Feature Service
Select the Trash Can icon to permanently remove the Feature Service.
Best Practices
- Use your organization’s ArcGIS Online account whenever possible.
- Avoid exporting all Regional Pre-Plan Layers into a single Feature Service.
- Regularly refresh and validate ArcGIS authentication tokens.
- Schedule hydrant exports during low-usage periods to reduce system load.
- Review shared datasets periodically to ensure only necessary information is exposed.
- Use clear and descriptive Layer Names for easier identification.

Why is my Feature Service not appearing in ArcGIS Online?
Verify the ArcGIS Online credentials entered during setup are valid and that the account has permission to create hosted feature layers.
Why are some Pre-Plan annotations missing?
Only annotations associated with the ground level are exported. Additional floor levels are not included.
Why are some Pre-Plan unit fields unavailable?
The standard Pre-Plan Units export only includes:
