Purpose Statement
The Pre-Planning Setup feature allows administrators to configure system-wide settings that control how pre-plan data is measured, displayed, shared, and validated. These configurations ensure consistency across the platform, improve responder visibility, and support department-specific approval workflows.
Background Information
Pre-planning is critical for fire and EMS agencies to prepare for emergency response with accurate, accessible location data. The Pre-Planning Setup module enables agencies to:
- Standardize measurement units (imperial vs. metric)
- Control when pre-plan updates become visible to responders
- Manage regional data sharing between agencies
- Enforce accountability through validation tracking
This setup is typically completed by administrators during initial configuration or when updating departmental policies.
Required Permissions
Users must have the following permissions:
- Admin Access to system configuration settings
- Pre-Planning Module – Manage Settings
- Data Sharing Permissions (for regional layer configuration)

Submitted Pre-Plan Behavior
-
Choose how submitted pre-plans are displayed:
Option A: Immediate Display
- Submitted pre-plans are instantly visible on the responder map
- Approval process still occurs in the background
- Best for agencies prioritizing real-time data access
Option B: Post-Approval Display
- Submitted changes remain hidden until approved
- Ensures only validated data is visible to responders
- Ideal for strict quality control workflows
Manage Regional Layers
My Department Layers
- View all layers created by your department
- For each layer:
- Enable or disable visibility on the pre-plan map
- Toggle sharing with external agencies (if applicable)
Shared With Me
- View external agencies with Client Data Sharing enabled
- Expand each agency to see available shared layers
- Enable layers to display them in your pre-plan map
Enable Validation Settings
- Navigate to the Validation section & Toggle validation ON to require assignment tracking
- During pre-plan publishing:
- A modal will prompt the user to select a responsible individual
- This assigns accountability for the completed pre-plan
- The assigned user is recorded as the last completed by area
Best Practices
- Use metric or imperial consistently across your department to avoid confusion
- Choose Immediate Display only if your team can handle unapproved data responsibly
- Regularly review shared regional layers to ensure relevance and accuracy
- Enable validation to improve accountability and audit tracking
- Limit layer sharing to trusted partner agencies with established data agreements
