The Transfer Open Issues feature enables inspectors to carry forward unresolved violations and citations from prior inspections into a new initial inspection. This ensures continuity of enforcement, reduces manual re-entry, and maintains accurate compliance tracking across inspection cycles.

In Fire/EMS inspection workflows, unresolved issues (e.g., violations or citations) often persist across multiple inspections. This feature allows users to:
- Transfer open issues at the inspection series level (initial + reinspections)
- Maintain historical context such as First Noted On date, remarks, and supporting media
- Prevent duplicate open issues across inspections
- Automatically manage reinspection scheduling when issues are transferred
This functionality is controlled by a feature toggle:
“Enable Transfer of Open Issues on New Inspections”
The feature applies only to initial inspections and is not available for reinspections.
Required Permissions
To use the Transfer Open Issues feature, users should have:
- Permission to create and edit inspections
- Access to Checklist functionality
- Visibility into prior inspections within the same series
- (Future) Inspection-level access permissions may restrict visibility of certain inspections

Step-by-Step Guide
1. Access the Initial Inspection Checklist
- Navigate to the desired initial inspection
- Open the Checklist tab
- Locate the Transfer Open Issues button
2. Initiate Transfer
- Click Transfer Open Issues
- System performs a live online check:
- If offline → error message displayed
- If no eligible issues → message: “No open issues were found for this occupancy.”
3. Select Inspection Series
- Review available inspection series
- Select the desired series (entire series must be selected)
- Individual violations cannot be selected
- If a series has a reinspection in progress, it will be:
- Visible but not selectable
- Display a message requiring completion or cancellation
4. Confirm Transfer
- Confirm selection to proceed
- System transfers all eligible issues:
- Status: Fail or Citation only
- Includes custom checklist items
5. Review Transferred Issues
- Navigate to the Checklist
- Locate the Transferred Issues section
- Each issue displays:
- First Noted On date
- Remarks, images, captions, and codes
6. Verify in Review Violations
- Open the Review Violations tab
- Confirm:
- Issues appear under standard groupings (Fail, Citation, Corrected)
- Transfer Details column shows:
- First Noted On
- Transferred From (inspection number)
7. Confirm Transfer Completion
- System displays confirmation message:
- “Transferred X issues (V violations, C citations) to this inspection.”
- Any scheduled reinspections for that series are automatically canceled

- Always ensure you are online before initiating a transfer
- Review inspection series carefully before selecting
- Complete or cancel any in-progress reinspections prior to transfer
- Use transferred data to maintain continuity, not duplicate work
- Verify transferred issues in both:
- Checklist
- Review Violations tab

- Use this feature at the start of new inspection cycles
- Leverage previous remarks for context

- Attempt to transfer individual violations (not supported)
- Rely on transferred issues to sync back to prior inspections

Q: Why can’t I see the Transfer Open Issues button?
A: Ensure:
- You are in an initial inspection
- The feature toggle is enabled
- You have proper permissions
Q: Why is a series not selectable?
A: A reinspection is currently In Progress. Complete or cancel it first.
Q: Why are no issues available to transfer?
A: Only issues with Fail or Citation status are eligible. Resolved or corrected issues are excluded.
Q: Do transferred issues update the original inspection?
A: No. This is a one-way copy. Changes only affect the current inspection.
Q: Where can I see previous remarks?
A: Use the “View Previous Remarks” option within the issue. It retrieves remarks from the original inspection.
Q: What happens to the original violation after transfer?
A: Its Current Result is updated to “Transferred”, and it is no longer considered open in that inspection.
