The Assistance to Firefighters Grant, or AFG, is a FEMA grant program that helps eligible fire departments, nonaffiliated EMS organizations, and fire training academies fund critical needs such as equipment, protective gear, vehicles, training, and other emergency response resources. FEMA describes AFG as a program intended to help meet the firefighting and emergency response needs of fire and EMS organizations.
As part of the AFG application process, departments often need to gather incident, response, and operational data from their reporting systems. This article provides a field mapping reference between NFIRS and NERIS to help departments identify where commonly requested grant-related data may be found.
The U.S. Fire Administration has transitioned national fire incident reporting from NFIRS to NERIS. USFA notes that 2025 was a hybrid reporting year, with incidents able to be submitted to either NFIRS or NERIS, and that 2026 incident reporting is exclusively in NERIS. Because of this transition, some departments may have part of their reporting period in NFIRS and the remainder in NERIS. This mapping table is intended to help departments review both data sources more easily and prepare the information they may need for AFG-related reporting.
First Due Reports (FDR):
The FEMA Assistance for Firefighters Grant (AFG) FDRs serve as tools to inform the “Call Volume” section of the AFG application. The majority of questions in this section are based on NFIRS framework, e.g. incident count by NFIRS series, incident count within NFIRS type range, mutual/automatic aid count. These sections do not have perfect mapping to NERIS, given the changes to incident typing and aid typing value sets. AFG guidance is that departments can choose to submit exclusively NFIRS information with a note of why this is not representative of the entire year’s call volume and when they switched, or can apply a mapping from NERIS back to NFIRS where applicable in incident types.
FDR-NFIRS: FY2025 FEMA Assistance for Firefighters Grant (AFG) - NFIRS Reports Only makes no assumptions about mapping NERIS incident types back to NFIRS series and subseries, and should be used for departments who wish to submit exclusively NFIRS information in alignment with the questions in the application. Where NFIRS framework is aligned with NERIS, clients will still see NFIRS and NERIS report counts applied, in questions:
“How many EMS-BLS Response Calls?”
“How many EMS-ALS Response Calls?”
FDR-IR: FY2025 FEMA Assistance for Firefighters Grant (AFG) - NERIS Mapped applies a subjective mapping of NERIS incident types where applicable for series and subseries, and should be used for departments who wish to submit a more representative view of their call volume for 2025 to AFG.
