Purpose Statement
The Personnel Accountability Report (PAR) feature enables Incident Commanders and Division Supervisors to verify the status and accountability of personnel assigned to an incident. PAR checks help ensure crew safety, maintain situational awareness, and document accountability confirmations throughout the duration of an incident.
Background Information
The PAR feature includes configurable timers, visual and audible alerts, incident-wide PAR checks, assignment-specific PAR check-ins, and division-level PAR management.
PAR timer settings are configured within Command Setup for each Command Board template and can include:
- A configurable PAR timer threshold
- Optional audible warning notifications
- Visual timer status indicators
When the configured threshold is reached, the Command Board generates alerts to notify users that a PAR should be conducted.
PAR activities, pauses, completions, and results are automatically recorded in the incident log.
Required Permissions
Users must have permissions that allow them to:
- Access the Command Board
- Conduct PAR checks
- Reset PAR timers
- View and manage assignments
- View incident logs
Division Supervisors must have permission to access and supervise their assigned division in order to conduct division-level PAR checks.

Step-by-Step Guide
Monitor the PAR Timer
The PAR timer automatically begins tracking elapsed time based on the configured template settings.
When the timer approaches the configured threshold:
- The timer changes to yellow one minute before the threshold is reached.
- An audible warning may sound if enabled in Command Setup.
- The yellow timer serves as a visual reminder that a PAR should be conducted.
When the threshold is reached:
- The timer changes to red.
- An audible warning may sound if enabled.
- The timer remains red until reset.
Reset the PAR Timer
- Select the Reset button next to the PAR timer.
- The timer immediately returns to zero and begins counting again.
The timer can be reset at any time regardless of whether a PAR has been completed.
Conduct a Full PAR Check
- Select the Shield icon on the Command Board.
- The Command Board enters PAR mode and becomes read-only.
- Review the units displayed within assignments.
Important Note:
Only units assigned within assignments are included in a standard PAR check. Units located in Command Staff positions or the Unassigned Units area are not included.
Update Unit PAR Status
Each unit begins with a warning indicator and yellow highlight.
To update a unit's PAR status:
- Select the unit once to mark it as PAR Confirmed.
- The unit changes to GREEN.
- Select the unit a second time to mark it as Issue Reported.
- The unit changes to RED
- Select the unit a third time to return it to the default warning state.
- The unit changes to back to YELLOW
Continue updating unit statuses until all participating units have been evaluated.
Complete a Full PAR Check
When all units have confirmed PAR:
- Select All Units PAR.
Alternatively:
- Mark individual units as PAR Confirmed.
- Select All Units PAR to complete the process.
After completion:
- All units receive a GREEN checkmark
- The PAR timer resets and begins counting again only
- The PAR results are recorded in the incident log.
Record an Incomplete PAR
If one or more units fail to respond:
- Update responding units with the appropriate PAR status.
- Leave non-responding units marked accordingly.
- Select Incomplete PAR.
The incident log records:
- Units that confirmed PAR.
- Units with incomplete PAR status.
Pause a PAR Check
If Command Board actions must be completed during an active PAR:
- Select Pause PAR.
When paused:
- The Command Board returns to an editable state.
- Users can make changes to assignments and resources.
- The PAR status remains intact.
To continue:
- Select PAR Check again
A PAR may be paused and resumed multiple times as needed.
Conduct an Assignment PAR Check-In
Assignment PAR Check-Ins are limited to units within a specific assignment.
To initiate a PAR Check-In:
- Select the assignment name.
- Choose PAR Check-In.
The Command Board enters PAR mode for only that assignment.
To complete the PAR Check-In:
- Update unit PAR statuses.
- Select All Units PAR or Incomplete PAR as appropriate.
Results are recorded in the incident log for that assignment only.
Conduct a Division PAR Check (as the Command Board User)
- Select the desired division from the Command Board selector.
- Initiate either a Full PAR Check or Assignment PAR Check-In.
Division-level PAR functions operate the same way as incident-level PAR checks.
Important Note:
When operating within a division view, unassigned units associated with that division are included in Full PAR checks.
Conduct a Division PAR Check (as a Division Supervisor)
Division Supervisors can conduct PAR checks only within their assigned division.
To conduct a PAR check:
- Select the division you supervise from the Command Board selector.
- The Command Board Status will show Supervise
- Initiate a Full PAR Check or Assignment PAR Check-In.
Important Note:
When operating within a division view, unassigned units associated with that division are included in Full PAR checks.
When viewing any other division or section:
- The Command Board becomes view-only.
- PAR functions are unavailable.
