Purpose Statement
This feature allows permit applicants using the Business Portal to submit a new address or location when the desired address is not found in the system.
By enabling applicants to request new locations directly during the permit submission process, this functionality helps streamline permit workflows, reduce manual intervention, and allow Authorities Having Jurisdiction (AHJs) to review and approve new addresses directly within the platform.
Background Information
In many cases—particularly with new construction projects—a permit applicant may need to submit a permit for a location that has not yet been created in the system database.
With this feature, applicants can:
Submit a new address request directly from the permit workflow
Avoid duplicate addresses through automatic system validation
Allow the AHJ to review and approve the address before the permit can proceed
If the system detects that the address already exists, it will notify the user and prevent duplicate entries.
Required Permissions
Users must have access to the Business Portal with permissions to:
Submit permit requests
Access the Permits section
Create a New Permit Request
Typical users include:

Step-by-Step Guide
1. Access the Permits Module
Log in to the Business Portal.
Click the First Due logo to access the main navigation.
Select Permits.
Click Permits again to open the permits dashboard.
2. Start a New Permit Request
On the Permits page, click Request New Permit.
The permit request workflow will begin.
3. Indicate a New Address is Needed
Select the option indicating that a new address or location needs to be submitted.
A modal window will appear allowing you to enter location details.
4. Select the Authority Having Jurisdiction (AHJ)
Choose the AHJ you are submitting the permit to.
This field is required because users may be associated with multiple AHJs.
5. Enter Location Details
Enter the address for the new location.
Optionally add a Business Name if applicable.
6. System Address Validation
The platform will automatically check the address against existing records.
If the address already exists, the system will notify you and prevent duplication.
If the address does not exist, the system will create the address entry and allow the process to continue.
7. Submit the Permit Request
After the address is successfully created, continue the permit submission process.
Submit the permit request.
Note: The permit cannot be approved until the AHJ reviews and approves the newly created address in Permits module.
Best Practices
Verify address spelling before submitting to avoid unnecessary address entries.
Include a Business Name when available to help AHJs identify locations more easily.
Confirm you are selecting the correct AHJ, especially if your organization works with multiple jurisdictions.
Only submit new addresses when necessary to prevent unnecessary address review requests.
Troubleshooting & FAQs
The system says the address already exists. What should I do?
If the system detects an existing address, return to the permit request screen and select the existing address instead of creating a new one.
Why can't my permit be approved after submission?
If a new address was created, the AHJ must first review and approve the address before the permit can move forward in the approval process.
What happens if I enter an address incorrectly?
The AHJ may reject the address during review. In that case, you may need to submit the correct location.
