Add the "Rejection Note" to the Rejection Email Sent to the Permit Contact

1. What: Added a checkbox to add the notes for a permit application rejection in the permit rejection email.
   
   
2. Why: As a user, in permits, I need to include the rejection reason in the permit rejection email sent to the Permit Contact.
   
   
3. How: Select the Checkbox to include the rejection notes in the permit rejection email.
   
   
4. Use Case: Modify the email sent to the client when a permit is rejected to include the Label “Reason for Rejection " in the body. Then, in the line(s) below that label, add the rejection reason.

Feature Enhancements

Add validations to the Permit Type to restrict changes related with the fee schedule

1. What: Add validations to the Permit Type to restrict changes related with fee schedule.
   
   
2. Why: As a user, I need to know which fields can be updated and which fields can’t to prevent errors on the fee schedule when a data field is selected on the criteria.
   
   
3. How: When saving the permit type, add validations on the backend to prevent the following fields from being updated if the Data Field is used in criteria of a fee schedule:
   
1. Field Type
   
2. Delete
   
3. For Single or Multi select:
   
1. If an option was used on the criteria, prevent it from being updated and deleted.
   
4. If any of the following validations are not met, show an error message:
   
1. Field Type - “You can’t update the Field Type as the question is used in a fee schedule”
   
2. Delete - “You can’t delete the question as it is used in a fee schedule”
   
3. For Single or Multi select:  - “You can’t update the options as the question is used in a fee schedule”
