Command: Overview Section

Purpose Statement

The Overview Section in the Command Module provides incident commanders with a consolidated, single-screen view of critical incident information across four key areas: map visualization, pre-plan information, assignment tracking, and resource request management. This centralized dashboard enables users to monitor spatial operations, access pre-planning data, track assignment progress with timers, and manage resource requests without navigating between multiple sections, supporting efficient incident command and comprehensive situational awareness.


Background Information

Effective incident command requires simultaneous awareness of multiple operational aspects including geographic positioning, pre-planned building information, tactical assignment status, and resource availability. The Overview Section consolidates these critical elements into a unified interface, reducing the need to switch between different Command Module sections while maintaining real-time operational awareness.

The Overview Section is divided into four distinct areas:

1. Map Area

  • Displays incident location with interactive mapping features similar to the dedicated Map Section
  • Shows building levels, pre-planned units, assignments, and annotations
  • Supports primary and secondary address points, map layers, and zoom functionality
  • Important Limitation: Annotations and pre-planned unit placement are viewable but not editable in the Overview Section; editing must be done in the Map Section
  • Only supports full functionality in Google Maps layer (not ArcGIS)

2. Pre-Plan Information Area

  • Displays pre-planned units from existing pre-plans for the incident address
  • Shows alert tiles attached to the address with associated information
  • Provides quick reference to critical building features and hazards

3. Assignments Area

  • Lists all current tactical assignments with running timers for accountability
  • Allows creation, editing, deletion, completion marking, and duplication of assignments
  • Supports custom assignment creation and note addition
  • Critical Note: Deleting or completing assignments removes them from both the map and Command Board

4. Resource Requests Area

  • Displays all active resource requests with current status tracking
  • Allows addition of new requests from pre-configured options in Command Setup
  • Tracks status changes with timestamps for complete documentation
  • Supports status updates, timer resets, editing, and deletion

All changes made in the Overview Section are automatically logged and reflected across other Command Module sections.

Warning
It is important to note that annotations and pre-plan unit placement as well as most of the other features of the command board are not supported in ArcGIS maps and are only supported in the Google map layer. In Google map layers, the satellite view and the map view are also available.


Required Permissions

Users must have the appropriate level of the Incident Commands permission configured in their role:

  • Read: View command boards in read-only mode
  • Update: Modify command board settings and information
  • Create: Initiate new command boards and add custom items
  • Delete: Remove command board elements and complete incidents

Additional permissions may be required for specific functions like messaging and roster access based on integrated modules.

Step by Step Guide

1.  The Overview Section is divided into 4 areas
  1. Map Area
  2. Pre-Plan Area
  3. Assignments
  4. Requests






2. Command Pre-Plan Units can be added to the map just as in the Map Section by selecting a Pre-Plan Unit and then selecting its position on the Map. Pre-Plan Units can also be edited, and deleted just like in the Map Section.






3. Assignments are displayed and can be moved on the map by dragging them to the desired location.






4. Assignments can also be expanded or contracted to display and hide Lead Units assigned to the Assignment by selectin the down or up caret on each Assignment. If the Assignment does not have a caret, then there are no Units assigned to the assignment or no Lead Units have been designated.






5. Annotations added to the map in the Map Section are displayed and able to be viewed but cannot be edited nor can additional annotations be added.


 



6.   Pre-Plan area will display the any Pre-Plan information including:
A.  Building Story.
B.  Alert & Pre-Plan Tiles.
C.  Alert or Pre-Plan Tile Information.






7.  Assignments Area will display the assignments currently active on the Command Board. It also allows the user to:
  1. Visualize ach Assignments respective timer as well as reset the timer if desired
  2. Add additional Assignments to the Command Board.






8.  Each assignment has a menu that allows the User to perform the following functions on the assignment:
  1. Edit
  2. Delete
  3. Complete
  4. Duplicate
  5. Add Notes





9.  The Resource Requests area will display all active Requests. By selecting the plus sign icon the user can add a new Request from the list of Resource Requests configured in Command Setup.





10. Within the same pop-up, the user can also change or edit the status of any Resource Request as well as reset the timer.


 



10.  Each Request has a menu that allows the User to perform the following functions on the Request :
  1. Edit--Which allows the user to change or edit the status and the corresponding date/times as well as reset the timer. 
  2. Delete--Removes the Resource Request from the list




Best Practices

Do's

  • Use the Overview Section as your primary dashboard for maintaining comprehensive situational awareness during incidents
  • Regularly monitor assignment timers to ensure accountability timeframes are being met
  • Update resource request statuses promptly to maintain accurate tracking of incoming resources
  • Review pre-plan information immediately upon accessing the Overview Section to identify critical building features and hazards
  • Mark assignments as complete when operations are finished to maintain an accurate operational picture
  • Use the map area to verify geographic positioning of assignments and ensure adequate coverage
  • Reset assignment timers when crews are reassigned or when operational objectives change
  • Add notes to assignments to document significant information that will be valuable during post-incident review
  • Verify that lead units are properly marked in assignments so they display correctly on the overview map

Don'ts

  • Don't attempt to edit or move annotations from the Overview Section—use the Map Section for annotation editing
  • Don't delete or mark assignments as complete without understanding they will be removed from both the map and Command Board
  • Don't forget that unit assignment to assignments must be done in the Board Section, not the Overview Section
  • Don't create resource requests that aren't pre-configured in Command Setup—only existing request types are available
  • Don't rely solely on the Overview Section for detailed operations—use dedicated sections when comprehensive functionality is needed
  • Don't neglect to update resource request statuses as circumstances change
  • Don't use ArcGIS map layer if you need to view annotations or pre-planned unit placements—switch to Google Maps
  • Don't forget that custom assignments created from the Overview Section will have no units until assigned in the Board Section

  • Position the Overview Section as your default view during incident operations for maximum awareness
  • Train command personnel to develop a systematic scan pattern across all four overview areas during operational periods

Troubleshooting & FAQs

Q: Why can't I edit annotations that appear on the Overview Section map?
A: Annotations created in the Map Section will display in the Overview Section but cannot be edited or moved from the Overview view. Navigate to the Map Section to edit or reposition any annotations.

Q: I created an assignment in the Overview Section—why doesn't it have any units assigned?
A: Assignments created from the Overview Section (or Map Section) are added without units. You must navigate to the Board Section of the Command Module to assign units to these assignments.

Q: What happens when I mark an assignment as complete or delete it?
A: Completing or deleting an assignment removes it from both the map display and the Command Board. Use these functions carefully and ensure the assignment is truly completed before removing it from active operations.

Q: Why don't my resource requests show the options I want to add?
A: Resource requests can only be added from pre-configured request types created in the Command Setup area. Contact your system administrator if additional resource request types need to be configured.

Q: Can I see who changed the status of a resource request?
A: Status change timestamps are available by selecting the down arrow next to the resource request. For detailed user information about who made changes, refer to the Log Section where all actions are recorded with user details.

Q: Why don't I see units listed under assignments on the overview map?
A: Only units marked as "lead" within an assignment will display in the assignment dropdown on the map. Navigate to the Board Section and mark the appropriate unit(s) as lead, then return to the Overview Section to see the updated display.

Q: How do assignment timers work?
A: Assignment timers begin running when the assignment is created and track elapsed time for accountability purposes. Timers can be reset individually as needed when crews are reassigned or operational objectives change.

Q: Can I view the Overview Section from mobile devices?
A: Refer to mobile application documentation for specific capabilities and interface differences when accessing the Command Module from mobile devices.

Q: What's the difference between the Overview Section map and the dedicated Map Section?
A: The Overview Section map provides viewing and basic interaction capabilities but does not support annotation creation or editing. The dedicated Map Section provides full annotation creation, editing, and management functionality. Use the Overview Section for monitoring and the Map Section for detailed tactical mapping work.
